ACM Open
The HTW Berlin is participating in the ACM Open agreement ("read and publish"). This gives members of the HTW Berlin reading access to the ACM Digital Library and allows affiliated scholars to publish Open Access in journals and proceedings at no additional costs.

DEAL Konsortium
The aim of the DEAL Konsortium since the beginning of the negotiations (then "Project DEAL") was to improve access to specialised literature and promote open access publishing, thereby increasing the visibility of research findings. Under the direction of the German University Rectors' Conference, the DEAL Group negotiates nationwide publish-and-read agreements for academic journals with major scientific publishers. By participating in the agreements, HTW Berlin supports the aims of the DEAL Konsortium.
The institutions no longer finance journal subscriptions, but pay a "publish-and-read fee". This gives the members of the participating organisations permanent reading access to the journals included in the DEAL agreements.
The publish-and-read model also provides funding for journal articles in subscription journals (hybrid journals) that are published in open access by members of DEAL institutions. The model allows affiliated scholars to publish Open Access in hybrid journals at no additional cost to the regular publication costs.
These agreements serve to prevent the so-called 'double dipping', whereby publishers generate income twice - from journal subscriptions and open access publication fees.
Discounted prices apply for publishing in pure Gold Open Access journals for members of DEAL institutions.
Information on Elsevier DEAL agreement
After years of negotiations, an agreement has been reached between the DEAL Konsortium and the publisher Elsevier. This contract includes reading access and the right to publish Open Access.
HTW Berlin has joined the agreement with the publisher Elsevier. This means that members of HTW Berlin have reading access to Elsevier's journal portfolio from 1 January 2024 and can also publish open access in Elsevier journals.
A prerequisite for the agreement was that enough institutions declare their participation by 15 January 2024 to cover the required percentage of the publication volume in Germany. The participation is very high - over 90% eligible institutions decided to join the contract.

Information on Springer Nature DEAL agreement
Since 2020, HTW Berlin has been participating in the DEAL agreement with Springer Nature. This gives members of HTW Berlin access to almost the entire journal portfolio (around 1,900 journals) of the publisher.
You can download the list of journals included in the DEAL contract here. The subscription journals (hybrid journals) included in the contract are labelled "Hybrid (Open Choice)". The publish-and-read model ensures that members of the institution participating in the DEAL contract do not incur any additional costs to the regular publication costs when publishing in open access.
Gold Open Access journals are labelled "Fully Open Access" in the list. Members of HTW Berlin receive a 20% discount on the publication fees. The currently valid publication costs (APC prices) for publications in "Fully Open Access" journals are indicated on the main page ("included"). The "Acceptance Date" is used to determine the valid APC price.

Information on Wiley DEAL agreement
HTW Berlin has been participating in the DEAL agreement with Wiley since 2019.
The Wiley DEAL agreement gives members of HTW Berlin access to almost the entire journal portfolio (around 1,600 journals) of the publisher.
You can download the list of journals included in the DEAL agreement here. Since January 1, 2023 also journals by the publisher Hindawi are integrated in the Wiley portfolio.
The subscription journals (hybrid journals) included in the contract are labelled "HOA". The publish-and-read model ensures that members of the institution participating in the DEAL agreement do not incur any additional costs to the regular publication costs when publishing in open access.
When publishing in one of the approximately 230 Gold OA journals, members of the participating institutions receive a 20% discount on the publication fees. Funding is also possible here. Please get in touch with the contact person for DEAL agreements at the library to apply for funding.

Invoicing of publication costs within the framework of DEAL
Authors do not receive an invoice from the publisher. MPDL Services gGmbH will invoice the participating institution centrally.
The DEAL contracts stipulate that publishing in the included hybrid journals is possible at no additional cost to the regular publication costs for members of the participating institutions, as these are already covered by the publish-and-read fee paid by the library.
Publishers grant a 20% discount for publications in Gold OA journals if the authors are affiliated with DEAL institutions. The costs can be found in the respective journal lists. These publications can are also eligible for funding. Please get in touch with the contact person for DEAL agreements at the library.
Since spring 2023, Wiley no longer charges page and colour fees for Gold OA journals. These non-open access fees, which are not covered by the DEAL agreement, were previously charged separately to authors.
